This section provides information on how to connect a plant to the grid.
According to Brazilian legislation independent power producers of at least 1MW (5MW for thermal energy) apply for a generation authorization at a specific location and are then allowed to use the existing grid. The authorization is regulated by law 9074 of 1995. The cost of the grid usage is regulated.
The concessions for independent producers and self-producers are provided according to law 8987 of 1995.
Concessions and authorizations are valid for 30 or 35 years and need to be renewed until 3 years before the end.
The developer bears the costs for the connection line (from the plant to the grid).
In general, the developer/investor pays for grid connection or the reinforcement. If a reinforcement depends on strategic decisions, e.g. because there is a need of energy supply in the region, an auction for the planned transmission lines will take place. According to recent changes of the auction rules, the investor of a future power plant must not rely on a planned reinforcement that not yet passed the auction (transmission line without investor).
Selection of the connection point (Consulta de acesso)
Procedure: The project developer is responsible for determining the substation, voltage level and sectioning point where the power plant will interface with the distribution or transmission grid and structuring his project accordingly.

Procedure: Obtain Grid Connection Permit: Consult the concessionaire in charge of distribution and/or ONS for connection feasibility. This permission, at this stage, does not grant or reserve physical connection to the project, as there may be other projects with the same connection solution (location/point). The application includes technical information, such as location, capacity and planned connection date of the generating units.
Documents: Project technical studies and specifications, including detailed specifications of the inverter(s) used in the PV power plant(s). Additional technical studies may be requested by ONS/EPE, Application “Ficha de dados da solicitação de acesso”
Procedure: The interconnection agreement is granted by ONS and EPE in the case of projects connecting directly to the transmission grid; or by the distribution company, in the case of projects connecting directly to the distribution grid.
Documents: Parecer de Acesso, obtained after completion of the procedure.
Procedure: ANEEL will provide the generation permission and guarantee the registration of the project at a certain location for a certain generator. There is no reservation of capacity, but prioritey is granted to the project that entered the registration procedure first.
There is no compensation for connection delays provided to the developer/investor.
There is no restriction to connect to the transmission grid, but ONS may restrict the connection point or location, if that point is not capable to withstand a new connection. In this case, ONS will indicate a different connection point/location for the project. When connecting to the distribution grid, the operator is obliged to provide a connection point for investments above 1MWp (5MWp thermal power) if capacity is available.
